| The best way to utilize the Wild Pokemon Hotspots is through a little new DP thing called Chaining.
After you beat the Elite Four and get the National Dex, you'll receive a Key Item from Professor Rowan called the Pokeradar. This little tool allows you to guarantee that you'll encounter a Pokemon in the route you use it in, as well as some Pokemon that aren't normally available without it.
There is one limitation to chaining, though - you can only do so in patches of grass. That means chaining is impossible inside caves and on water. That means you can't chain Gyarados, Tentacruel, Azumarill or the like. And by grass, I mean short grass - not the long grass you see on the south part of Route 210.
And one more thing - should you want to use the Pokeradar again, you'll have to make fifty steps from when you last used it. A very important thing to remember when chaining.
With Chaining, you can guarantee that you'll see the same Pokemon over and over again. This is really useful for EV training as you'll be continually getting the same EVs since you'll be battling the same Pokemon over and over again. There are several rules you have to follow when it comes to chaining, but since this is an EV training guide this wouldn't be the right FAQ to look at for these rules. I am a chainer myself, but I don't really know all the rules. -_-
What I do know is that there are several Pokemon that are only available through chaining, and should you wish to kill these types of Pokemon for your EV training instead of the normal ones, I've included the EVs that they give.
This is, of course, a listing for Platinum. There are quite a few changes from Diamond and Pearl, what with the additions in the Sinnoh Dex.

To put it in another perspective, here's a list of the chain you'll need to get the desired number of EVs - 252 (or really close to that) with one or two of the EV training helpers.
For Pokemon that give 1 EV: -> With Pokerus, a chain of 126 to get 252 EVs -> With Macho Brace, a chain of 126 to get 252 EVs -> With the right Power Item, a chain of 50 to get 250 EVs -> With Pokerus + Macho Brace, a chain of 83 to get 252 EVs -> With Pokerus + Power Item, a chain of 25 to get 250 EVs
For Pokemon that give 2 EVs: -> With Pokerus, a chain of 83 to get 252 EVs -> With Macho Brace, a chain of 83 to get 252 EVs -> With the right Power Item, a chain of 42 to get 252 EVs -> With Pokerus + Macho Brace, a chain of 41 to get 248 EVs -> With Pokerus + Power Item, a chain of 21 to get 252 EVs
So with Pokerus and the right Power Item, you'll only need to kill either 25 or 21 of the same Pokemon to max the stat out! So that's another reason for you to get both! =P
Seeing that Pokemon that give 2 EVs are much more convenient to chain, I've come up with a list of all the Pokemon that give 2 EVs and are frequent enough for you to easily chain. Pokemon exclusive to the Pokeradar only have a 12% encounter rate (which is divided if there are two radar-exclusive Pokemon in a route), so this is my attempt to list you the Pokemon that give 2 EVs and are way more common than the standard 12% encounter rate for Pokeradar Pokemon. In fact, the cut-off I did was 25% and below, so yeah.
I've divided them per stat, FYI. And do remember, they all give 2 EVs in that stat. Most of these Pokemon appear in more than one route, but I've only listed the ones they're most frequent in, as well as their level ranges.
Watch out for the symbols at the side - this corresponds to a note at the end of the section.
